The motions process is a central element of IUCN’s governance system and an important means by which Members can influence future directions in the conservation community and seek international support in various conservation issues. The Secretariat is committed to make every effort to facilitate the exercise of IUCN Members’ right to guide the Union’s policy through the motions process.

In order to provide IUCN Members with more time to discuss motions previous to the 2012 World Conservation Congress in Jeju, the Secretariat provided a Motions blog to discuss draft motions before submission.

The deadline to submit motions expired on 9 May, in line with the Statutes, and the motions blog is now closed. Submitted motions are currently being reviewed, edited and translated by the Resolutions Working Group, with the assistance of the IUCN Secretariat.

The list of the titles of all motions submitted can be downloaded on this page on the right-hand side bar. 

On 8 July, 60 days before the opening of the Congress, all motions as reviewed by the Resolutions Working Group will be published in the three languages on the motions website. After that date, the motions blog will be reopened to allow Members to discuss the motions prior to the opening of the Congress.

Amendments to motions can only be introduced at Congress in “the course of a debate”; or “submitted in time to the Resolutions Committee for distribution before they are debated”, as per Paragraph 59 of the Rules of Procedure of the World Conservation Congress. That is, amendments must be presented at public debates: plenary or contact groups, announced in time for Members to have the opportunity to participate.
